
New York Naval Militia Rear Adm. Timothy Zakriski of Glenville has received a New York State Conspicuous Service Medal in recognition of his 39 years of military service before retirement.
Zakriski received the medal during his retirement testimony and change-of-command ceremony.
Upon retirement, Zakriski turned over command of the 2,700-member naval force to Rear Adm. Warren Smith of Rhinebeck during change of command at the New York State Division of Military and Naval Affairs Headquarters in Latham.
The New York Naval Militia is composed mainly of members of the Navy, Marine Corps, and Coast Guard Reserve who also volunteer to serve on New York state missions when called. The Naval Militia also operates a fleet of patrol boats on New York's waterways that can respond when necessary.
Zakriski retired after 39 years of military service in the Marine Corps Reserve, the Navy Reserve and the New York Naval Militia.
Zakriski is a graduate of Niskayuna High School and Hudson Valley Community College, Troy. He earned a bachelor's in civil engineering from Union College, Schenectady.
After serving in the Marine Corps Reserve, Zakriski was commissioned as an ensign, Civil Engineer Corps, and Navy Reserve in 1982. Zakriski joined the New York Naval Militia in 1980. He participated in New York Naval Militia response to hurricanes Irene and Lee, as well as Tropical Storm Sandy, during which 300 Navy, Marine Corps and Coast Guard Reserve personnel were mobilized for service as militiamen throughout the affected areas of the state.
Smith, a retired Navy Reserve officer, was promoted to rear admiral in the New York Naval Militia on Sept. 9, 2019. A rear admiral is a one-star admiral.
As a civilian, Smith is an architect and a principal of his own firm, Warrant Temple Smith Architects LLC. He formerly served as the deputy commander of the Naval Militia.
Smith was commissioned in the Navy in March 1981 and served on active duty until July of 1985. He served on board the USS Towers, a destroyer, and the USS Yorktown, a guided missile cruiser. As a Navy Reserve officer, Smith took on a variety of assignments, including serving as joint public affairs operations officer for the U.S. Atlantic Command and a joint staff planner for Area Air Defense Commander Atlantic.
New Navy captain
A Loudonville native has earned a promotion to Navy captain.
John Ryan, son of Patricia and the late Peter Ryan of Loudonville, was promoted while serving as commander of the USS Rushmore (LSD 47), home-ported at San Diego.
He has been reassigned as the reactor officer of the aircraft carrier USS Abraham Lincoln (CVN 72), home-ported at Coronado, Calif.
Ryan is a 1995 graduate of Christian Brothers Academy, Colonie, and a 1999 graduate of Villanova University. He earned his ensign commission upon completion of a Navy Reserve Officers Training Corps program and graduation with a bachelor of civil engineering degree from Villanova.
He also earned a master's of business administration in financial management from Naval Postgraduate School in Monterey, Calif.
His other sea-duty assignments included work as auxiliaries officer, Combat Information Center officer, and executive officer aboard USS Harpers Ferry (LSD 49), as reactor mechanical division officer aboard aircraft carrier USS Harry S. Truman (CVN 75), and as combat systems officer aboard USS San Antonio (LPD 17), and as reactor controls assistant aboard aircraft carrier USS Enterprise (CVN 65).
Ashore, after he completed nuclear power training, he served as the executive assistant to the deputy director and speechwriter to the director of Naval Reactors, as a defense resource manager in Program and Budget Analysis Division, Joint Staff, as the chief of staff to the commander of Expeditionary Strike Group Three, and as the director of Plans and Innovation for Expeditionary Warfare Training Group, Pacific.
He has earned a Defense Meritorious Service Medal, three Meritorious Service Medals, five Navy and Marine Corps Commendation Medals and four Navy and Marine Corps Achievement Medals.
New airman
Air Force Airman Ryan Bellinger of Latham has graduated from basic training at Joint Base San Antonio-Lackland, San Antonio.
