Proposal to ban all service animals from planes except dogs - SILive.com

STATEN ISLAND, N.Y. -- A proposed change by the U.S. Department of Transportation would redefine service animals to only include specially-trained dogs, limiting airline passengers’ ability to bring various emotional support animals onboard during their flights.

On Wednesday, the department announced that it is seeking public comment on proposed changes to the Air Carrier Access Act, giving citizens two months to offer their opinion on numerous amendments that would restrict their ability to travel with their animals.

“The department recognizes the integral role that service animals play in the lives of many individuals with disabilities and wants to ensure that individuals with disabilities can continue using their service animals while also reducing the likelihood that passengers wishing to travel with their pets on aircraft will be able to falsely claim their pets are service animals,” according to the U.S. Department of Transportation.

The amendments would narrow the definition of service animals to “a dog that is individually trained to do work or perform tasks for the benefit of a person with a disability,” with emotional support animals no longer considered to be service animals.

Airline carriers could require passengers to provide official documentation from the U.S. Department of Transportation to prove that the animal is in good health, exhibits good behavior and is capable of maintaining its composure during lengthy flights. Airlines would also be permitted to require passengers traveling with service animals to check in an hour before their travel time in order to allow sufficient time to review the animal’s documentation.

The number of service animals per passenger would be limited to two, with the animals required to be able to fit on the passenger’s lap or within their foot space.

Carriers may require that the service animals be harnessed, leashed, tethered, or under the control of the handler in some fashion. Additionally, airlines are barred from prohibiting certain service animals based solely off breed.

However, airlines will retain the right to refuse transportation to service animals that show aggressive behavior and may pose a threat to other passengers.
